
Following the adoption of a General Management Plan,
the National Park Service selected Olin Partnership
to lead a multi-disciplinary design team to develop
the Master Plan, Design Guidelines and detailed site
plans for Independence National Historical Park.
The Master Plan addressed the need for the revitalization
of one of Philadelphia’s most significant and
under-utilized public spaces. It was also paramount
to create a plan which reinforced this three block
park’s identity and mission of preservation
and interpretation of the resources and stories that
symbolize the establishment of a new philosophy and
nation.
Key programmatic and management issues and constraints
were reconciled with site specific opportunities.
Olin Partnership led the public and governmental approvals
process in which numerous stakeholders, including
the National Park Service and various outside agencies,
were consulted. Their input was important as like
many large scale public improvements projects, ultimately,
they have been required to work within the structure
and guidelines of the implemented Master Plan.
The design inherent within the Master Plan integrates
the contemporary, near past and the historic fabric
of Philadelphia into a successful ensemble of new
vehicular and pedestrian traffic patterns; new buildings;
and new open spaces which serve a contemporary and
future international public. Currently, a new pavilion
for the Liberty Bell, the Independence National Historical
Park Visitor’s Center and the National Constitution
Center has been built. Olin Partnership has completed
the landscape architectural design and documentation
for all three blocks; parts of which have been constructed
over parking structures.
